Законопроект, определяющий правовые, экономические и социальные основы приема возвратной потребительской тары у населения и ее дальнейшей переработки, во вторник направлен на заключение в правительство РФ, сообщает пресс-служба лидера партии и руководителя фракции “Справедливая Россия – За правду” (СРЗП) Сергея Миронова.
Документ разработан на основании экспертно-аналитического исследования на тему “Совершенствование правового регулирования использования, обращения и возврата тары и упаковки в РФ”, проведенного аппаратом Госдумы совместно с Московским государственным юридическим университетом имени Олега Кутафина. Соавторами законопроекта являются Миронов и первый замруководителя фракции СРЗП Олег Нилов.

“Мы предлагаем создать удобную систему переработки пластиковой тары, за которую будут платить производители упаковки, а ответственные граждане всегда смогут сдать тару и вернуть за нее свои деньги”, – поясняет Миронов. “Значительная часть вторсырья приходится на упаковку из пластмассы, соответственно захоронение или сжигание наносит огромный ущерб окружающей среде. Выход один – переработка,” – уверен он.
Согласно законопроекту, производители возвратной тары должны передать производителям товаров подробную информацию об упаковке, указав вес и материал, из которого она изготовлена. А производители товаров должны будут нанести на тару эту информацию и знак маркировки. Торговые же сети должны будут перечислить производителям продукции залоговую сумму за каждую проданную единицу такого товара.
Стоимость тары рассчитывают включить в цену товара, и если покупатели сдадут ее на переработку, то смогут получить назад деньги. Поступившую пластиковую упаковку магазины должны будут передать производителям на переработку, а те вернуть сетям сумму залога. Согласно релизу, данные о возврате каждой упаковки будут учитываться и передаваться в информационную систему. “На основании этих данных… будут производиться расчеты залоговых сумм между производителями и организациями торговли”, – поясняется в документе.
В системе также будет фиксироваться количество упаковки каждого производителя, отправленное на переработку. Информацию о стоимости тары предлагается указывать на ценнике и в кассовом чеке. Автоматы по приему тары у потребителей предлагается устанавливать во всех магазинах и торговых центрах площадью более трех тысяч квадратных метров. Решение о внедрении системы должны будут принять региональные власти самостоятельно.
