Эффективнее будет не поднимать ценовую планку налога на роскошь для автомобилей, а изменить подход к налогообложению, разделив машины на массовые и люксовые, рассказали РИА Новости эксперты “Банкавто”.
“Поднять, как предлагают многие, “планку роскоши” будет недостаточно. Новые границы в 5 или 6 миллионов тоже когда-нибудь станут слишком тесными из-за инфляции… Четкое разграничение марок и моделей на массовые и роскошные в перспективе при расчете налогообложения может стать гораздо более эффективным”, – отметили эксперты.
К примеру, все новые Bugatti, которые стоят действительно дорого, должны получить самый большой коэффициент налога. В случае BMW – которые тоже не отличаются низкой стоимостью, но имеют широкий модельный ряд с разными ценниками, – градация должна стать помодельной. Так, MW X7, например, будет облагаться повышенным налогом, а младший X1 останется в списке доступных автомобилей, поясняют подход эксперты.
При этом все модели Hyundai должны остаться в рамках обычного налога, даже если флагманы марки сильно оторвутся в цене. “Ведь если марка входит в топ-3 по продажам в России, то относить ее к категории люкса нельзя”, – считают в “Банкавто”.
В декабре стало известно, что Минпромторг и Минфин начали обсуждать повышение ценовой планки на автомобили, облагаемые налогом на роскошь, чтобы – как выразился министр промышленности и торговли Денис Мантуров – “была справедливость”. Действующий порог в 3 миллиона рублей был установлен еще в 2014 году. При этом, по данным “Автостата”, средняя цена автомобиля в РФ за это время увеличилась более чем на 80%.
“Те самые 3 миллиона исчезли с ценников премиального сегмента, спустившись в масс-маркет, а настоящий люкс перешел границу в 5 миллионов и приближается к 10. На этом фоне прежние границы в 3 миллиона выглядят не просто устаревшими, но даже странными… Так, например, даже автомобили самых популярных иномарок массового сегмента Hyundai и KIA попадают сейчас в категорию роскошных”, – отмечают эксперты.
По действующему законодательству РФ, владельцы автомобилей стоимостью от 3 до 5 миллионов рублей должны платить транспортный налог с коэффициентом 1,5. При этом налог на машины возрастом один-два года рассчитывается по коэффициенту, умноженному на 1,3, возрастом в два-три года – 1,1. Налог в двойном размере должны платить владельцы машин стоимостью в 5-10 миллионов рублей возрастом до пяти лет. Тройной налог – за модели по цене 10-15 миллионов рублей и возрастом 10-20 лет.
